The Lysonian Government for years has been an Absolute Monarchy with an Imperial Council to assist the Ruler in her day-to-day running of the government.

Imperial Council

The Imperial Council is a cabinet of Barons who are delegated the tasks of assisting the Empress in running the government. They are the ones who issue orders to the other branches and to maintain good relations with the Consortium. The Imperial Council is presided by the Crowned Prince or Princess, but if one does not exist then a Regent is appointed by the Empress and it is usually the closest Baron to the her and whom the she can trust to make decisions that she would approve of.

There are five Barons on the Imperial council; one of each Province in the Empire. They are also the representatives of one of the major government positions.

There is also one officer of the Consortium placed in the Imperial Council and he answers and asks question relevant to his position as representing the Consortium.

Baron Andrew Venit - Consortium Baron

The Imperial Council meets everyday to delegate and discuss the policies and functions of each branch and by the end of the day compiles the "Imperial Order" which is submitted to the Empress. She would then read through the document and approve/disapprove of the listings. Once completed it is handed back to the Barons and the list would be carried out in numerical order as the Empress placed it.

In truth, the government that is setup is not really "Legal" under Imperial Law. A past Emperor approved the existence of the Imperial Council by agreeing with one of his barons that allowed them to help make the decisions for him. The Agreement was verbal and so no law exists allowing the Imperial Council, or the Consortium to exist.

That means that the Empress could override any doings of any of the barons at a moment's notice and dissolve the existence of any of those branches.

In actuality, the process would be difficult to do because of the chance of revolt from the people. The Barons respect the wishes of their leader knowing of that problem and she respects their judgement and decision making skills.

The Consortium

The Consortium is the grouping of all the Dukes, Lords, Governors, and Mayors from their cities, counties, and provinces. They come together to discuss, request, and ask for changes of Imperial law.

While each Governor, Duke or Mayor are allowed to make laws for their own districts, the Consortium was created to be the group mind of the country to inform, help, and enforce the things of the Imperial Council.

The Consortium is used to be held the first week of every month, but with the size of the present Lysonia, it has become impossible to do that and now they are based in Crystal City and they now elect their own delegates to represent the Governors and Mayors.

The Consortium Baron, a person elected from the Consortium to represent the Consortium on the Imperial Council, no longered existed after the creation of the Assembly in the late winter of 306. The title became an elected position between the Consortium and the Assembly and the title was changed to Baron at large.

The Assembly

The Assembly is a new creation by the Imperial Government with the express purpose of being a elected branch of the government that would allow the people of the Empire to be able to have a chance to voice their opinions.

The Assembly seats 314 members and all are opened for election. Each County elects a certain number of seats depending on population of the county at the time of the election.

Because of the election ability, Political parties were allowed to be created tentatively with approval from the Empress. Approved Political Parties would then be able to get themselves elected for the seats that are opened.

On November 30, 315ap, The imperial council disbanded the Assembly due to the governmental body usurping the authority of the Empress. All powers that the Assembly held was transferred to the Consortium.

Ministry of Finance

The Minister of Finance has the primary job of reporting on the economy and doing everything in his power to keep it from falling apart. A vast army of workers are formed in to a network that links the independent businesses, corporations, out of county companies all in to one workable network. A Stock Exchange had also been setup for the express purpose of watching it and getting an idea of the economy. Because of the job in money, the Minister of Finance also has the task of collecting the taxes of the people once a year and assuring that it all has been paid up. His finance report that he must compile (and which is usually a 400 page document) details everything his branch did that year, the state of the economy, and prospect for the next fiscal year. As one would expect, a short synopsis of 10 pages is handed in also for the Empress to peruse.

The network that was refereed to of workers is called the National Worker's League (NWL) and all business' are apart of it.

Ministry of the Armed Forces

The Minister of the Armed Force's job is simple. His title explains it quite adequately. With power over all branches of the military, he has the primary duty of defending the borders of the Lyson Empire against any possible aggressors. Almost every thing that deals with the military will need his approval no matter what order. With this amount of power also comes the responsibility. For anything that goes wrong under him, he is held responsible.

As the Minister of Finance does, The Minister of the Armed Forces must submit a document (about the same size as the Minister of Finance) that details the expenditures, progress, and anything else that does with the Military.

The Minister of the Armed Forces is usually the highest-ranking officer in every branch. (General, Admiral, etc.)

Ministry of the Interior


Ministry of Foreign Relations

The Minister of Foreign Relations has the primary job of preserving the diplomatic channels with all nations. The man in charge of the position has unlimited power in his position and the status of the country's standing is almost decided by him.Because of his important position, the Minister of Foreign Relation usually consults the Empress almost every day to see how he would handle the different diplomatic situations.

Ministry of Intelligence

The primary job of the Minister of Intelligence is to keep the royal family informed on the status of other countries and to keep everything ready for any action. This is usually a hard and thankless job since he must keep up with every move and nuance that comes from a hostile or unfriendly country.
